An increasing number of communities wish to take on delivery of some services themselves or to pursue projects which they have identified will enrich the lives of their residents.
But money is often not the only obstacle. Legal and regulatory requirements can get in the way, as can our own planning restrictions if applied too inflexibly.
As a local authority we are sometimes part of the problem; too inclined to tell people what they can't do rather than what they can do.
We don't yet have a precise blueprint for this new way of working. It is something that will evolve. Both we and the communities we will be working with will be on a learning curve. We will all need to listen to one another and learn from experience.
What is certain is that we for our part are committed to trying to make it happen.
